LOL it actually does matter, that's the whole point! You clearly don't understand! That video clip is a totally different situation and it actually shows a situation that I described earlier where a player can still reach the ball. If you watch closely you can see that Dejagah could have easily reached the ball because he gave the ball just a slight touch before being fauled! Completely different to a player kicking the ball 10+ meters in front of him in which the ball reaches the opponent's gk in a fraction of a second!
