I went through the rules again, if Syria and Jordan tie, we all have 5 points.
Tiebreakers:
1.Points in head-to-head matches among tied teams; => everyone has 2 points from two ties, still equal
2.Goal difference in head-to-head matches among tied teams; => everyone has goal difference 0, still equal
3.Goals scored in head-to-head matches among tied teams; => this could be crucial!!!
If they tie 0-0: Syria and Iran shot one goal, Jordan 0 => Jordan out (3rd). Next tie-breaker is goal difference in all matches, Iran wins, Iran 1st!
If they tie 1-1: Syria has 2 goals from 2 draws, Iran and Jordan have 1 goal from 2 draws. => Syria first, and the tie-breaker goes on for Iran and Jordan (making Iran 2nd, Jordan 3rd).
If they tie 2-2 (or more): Syria 1st, Jordan 2nd, Iran 3rd
So actually only one situation can make us qualify:
Tie between Jordan and Syria 0-0.

Only way to qualify is to become first and this is only possible by a 0-0 tie.

I explained it on the page before. We have 3 teams with 5 points (if Jordan/Syria tied).
One last time:
By tiebreakers we become first, if they play 0-0. We become second if they play 1-1 or any of the teams win. We become third if they play 2-2 or any higher ties, because the important tiebreaker is:
"3. Goals scored in head-to-head matches among tied teams;"
0-0 tie -> Iran 1 goal, Syria 1 goal, Jordan 0 goals => next tiebreaker between Syria-Iran which is then overall goal difference => Iran advances
1-1 tie -> Iran 1, Syria 2, Jordan 1 => Syria is first anyway, Iran and Jordan go to next tiebreaker which is overall goal difference => Iran second, Jordan 3rd
2-2 tie (or higher) -> Iran 1, Syria 3, Jordan 2 => Syria first, Jordan second, Iran 3rd.
And the second-placed team is definitely out. Just look at the table at Wikipedia:
