In my opinion it is better to keep them on a specific team for several years at a time with demand for making steady improvements. Of course the initial hiring of these managers should be done with enough research and careful consideration to insure the choice is a good fit. Would love to hear your takes on the issue and suggestions for improvement.

Like Tehranto said, it's an insane system filled with money hungry lunatics. I wish of day where contracts become similar to the of the NBA/NFL.
3-5 year deals with guaranteed money. buyout clauses in case you fire the coaches. collective bargaining agreements.
Iran is just not organized to have such a structure. Need to destroy the root of the problem first before fixing other aspects

Let them be hungry and beg for jobs and rub some avocados to get the job. If any group has the potentials of getting stronger collectively and getting popular are soccer layers and associated support staff.. This way they're controlled and won't even think of creating a union, raise a voice when they must, etc etc.
I think it's control by chaos method devised by some untalented people at the top.
