something that needs to be also addressed is the state of the surrounding of the stadia. Naghshe jahan for instance is literally surrounded by dirt and random concrete slabs and trash. I know that gettign the stadiums built is difficult enough in iran, but their needs to be consideration given to the landscaping.

Also, if seats are installed in Sahand in tabriz, it would be a great stadium. All one color . It would def modernize it .

We need to add more in tehran, around 40-50 k , but modern, and one good, modern 30 k stadium in shomal, maybe for Nassaji or Malavan, and one good , modern 30 k in jonoob . Then that would make 7 decent - good stadia for international standard, plus 3-4 that are good for iranian standard.
