Mensha got to where he is now by playing in the IPL. Nope, he is not "too good for IPL", he needs to confirm this season at least as well, otherwise players like Seyed Salehi, Chimba, Ravkhaei, Sasan Ansari and and countless other players who had 1 great goalscoring season would be too good for IPL as well, but it's not the case. We have many players as good as Mensha whether Iranian or foreign who play in IPL every year.

Chimba is considered a good striker by IPL standard, and at least he confirmed himself by scoring regularly in the league as you said, but even with that he isn't considered "too good for IPL". Guys like Ravkhaei scored 19 goals in some seasons (4 more than Mensha) but they are considered the typical IPL striker.

Personally I do not think Mensha will be anything more special than Chimba, he is a good striker to have in a top IPL team, but doubt he will be much better than that
