Two points need to be considered
- IR refuses to fund both clubs since few months. They own the clubs, installed the likes of Rouyanian, yet they don't fund them anymore?
- It's unclear, where the sponsor incomes (3090) go. I wouldn't be surprised if the money has been embezzled. Apparently, the company owes Perspolis 21 billion Toman.
