Definitely Mahmoud Karimi. Not only for his IPL performance but he always played well in ACL and scored many goals. He was a smart player that even though had the technical skills would play a one touch football instead of dribbling everybody and eventually losing the ball. That is why the players next to him would score many goals (Bezik ,Toure ,Emad Reza, and even one season Navidkia). His only drawback was his tiny physique.

I'm happy that Hossein Abdi is finally getting his dues, as a coach.
He was a good player - just a solid central non-nonsense central midfielder who captained Persepolis for some of their best seasons - the team went downhill when he left. But he's been a really promising youth coach and has done his time for England U17 and England U18 before his current success with Iran U17
I don't think he is involved in Torremolinos any more

From the list I agree with Hossein Abdi, but there were many great players better than those named in the list, I would say the following are some of the greatest never capped in the national team.
Abdoljalil Golcheshmeh (has caps in Iran B national team at 1989 Bangladesh President's Cup but no caps for A team)
Reza Sahebi
Saeed Jooshesh (has caps in Iran B national team at 1986 Fajr Cup but no caps for A team)
Arash Talebinejad
Omid Singh
