Could this be the one of the major reasons why they are delaying the start of the season? They know they have to let women into the stadiums and if not, there will be repercussions from FIFA?

i dont understand why woman can be in volleyball arena, even closer to the the field with men jumping in shorter shorts, while azadi stadium and other stadiums in iran are build 20km around the pitch, to avoid many things...
there was a report in german media, that iran do not want to accept the woman in stadiums, and will probably ban iran from qualification rounds. Very hard..
But FIFA is right..

Last year, a group of selected women were allowed to watch a friendly match between Iran's national team and Bolivia in Tehran. The move -- which was praised as a step forward for women -- was quickly blasted by Iran's chief prosecutor, Mohammad Javad Montazeri, who said it was sinful for women to watch "half-naked" men play soccer."
Earlier this week, senior Qom-based Ayatollah Makarem Shirazi reiterated the hard-line claim that the atmosphere of stadiums is not "suitable" for women due to the mingling of sexes and men's "improper" uniforms, which he said leads to social problems.
"Therefore, it is necessary [for women] to refrain from attending such events, especially because they can watch these programs on [TV and the Internet] and there's no need for them to be present," Shirazi told Etemadonline in a written statement. He did not explain why it was appropriate for women to watch men in "improper" outfits on television but not inside stadiums.
Another activist, Maryam Shojaei, who has campaigned against the discriminatory ban for the past five years, said two other well-respected clerics she had met in Qom some three years ago had said there's no religious prohibition for women to attend male sporting events.
Shojaei, the sister of Iranian national soccer team captain Masoud Shojaei, who has also spoken out against the ban, suggested that FIFA may be forced to take action against Iran in case of a failure by Iranian authorities to remove the ban. "It would look bad for FIFA not to do anything after having called on Iran to take measures [to remove the ban on women]," she said.
Shojaei added that she believes Iranian authorities will allow women to attend the October match. "If not, I believe FIFA will react, [though] the extent of its reaction remains to be seen; I don't think anyone knows at this point what it may be."
Meanwhile, Sara from @OpenStadiums said a question remained on the minds of many young Iranian women, including millions of Team Melli fans: "How come we can go anywhere we want for entertainment without gender segregation but [we're not allowed] into stadiums?"

An award-winning photojournalist was arrested for disguising herself as a man to enter a football stadium to circumvent the country’s ban on women from attending matches.
Forough Alaei won the prestigious World Press Photo award 2019 for her work depicting impassioned female supporters attempting to watch live football matches in Iran.
One of the prize winning images shows a woman having a fake beard applied and in another she is seen watching a game in a Tehran stadium surrounded by male supporters. Ms Alaei was recognised for her “passion giving a voice to her subjects in Iran”.
Alaei was among six known to have been detained this week, including Zahra Khoshnavaz, another prominent women's rights activist.
According to reports from Iran, the arrested individuals, locally known as “The Liberation Girls”, have been transferred to the notorious Gharchak prison in the religious town of Varamin in the suburb of Tehran.
Human Rights Watch has called for their “immediate and unconditional” release.
“Iranian women should not be spending a second in prison because authorities accuse them of peacefully attempting to defy a ridiculous ban that denies women and girls equal rights to attend a football match,” Minky Worden director of global initiatives at Human Rights Watch said.
Since the Islamic Revolution in 1979 Iranian women have been banned from attending football stadiums as the clerical regime regards watching men playing football in shorts “promoting promiscuity”.
“The attendance of women at football stadiums would only create social ills and has no religious justification as it leads to sinful acts. We will deal with full force against those who want to break this rule”, cleric Mohammad Jafar Montazeri, Iran’s Public Prosecutor has told Mehr news agency.
However, in recent years and with the arrival of a younger generation that seeks greater social freedoms, Iranian women have been entering football stadiums dressed in suits and affixing fake moustache on their faces to bypass the strict security forces at their entrances.
The six arrested girls had used the same disguise last February to attend Azadi stadium where their favourite team Persepolis was receiving the winning cup in Iran’s super league.
Iranian women’s rights activists have long been campaigning for freedom of entering sport stadiums and in recent years they have been allowed to attend volleyball matches only if accompanied by their spouses and sit in designated areas.
In the past the International Football Federation (FIFA) has raised the issue with Iranian authorities on several occasions but the clerical regime has defended its position by arguing that the decision is based on its “religious values”.
In a letter to the head of Iran's Football Federation in June the president of FIFA demanded to be informed of the "concrete steps" the Iranian government would be taking to lift its ban on women entering stadiums by September.I went to Sharif University. "Women can go to the Azadi stadium on October 10, 2019 to watch the match between the Iranian national team and Cambodia for the Qatar World Cup qualifier," said Jamshid Taghizadeh, the sports ministry's deputy for legal and provincial affairs.
"There is no legal ban (on the presence of women in stadiums] and we must activate the infrastructure, which is underway," he said, quoted by state news agency IRNA.
"Our view on women, at all levels, is to prepare the necessary conditions for women's success."
Iran has barred Iranian women spectators at matches since the 1979 Islamic revolution, with clerics arguing they must be protected from the masculine atmosphere and sight of semi-clad men.
The authorities have allowed foreign women to go to matches in the country in the past.
And while a small number of Iranian women have attended select international matches on previous occasions, others have faced prosecution for entering stadiums at other times.

I am totally fine with Fifa punishing IFF for the women's issue.
MOST Iranian men have acted quite selfishly all these years by continuing to attend games when women were barred. While some refused to go, but sadly majority never even bothered about it.
It never occurred to them that their silence on this is taken as acceptance of this rule.
so I hope fifa is very serious on this subject and dont give in like past occasions. Even at the cost of barring Iran from int'l games.
