Question: IRAN U17 vs IRAN U19

Can some one answer this question:

IRAN U17 from 2015 was performing very well. Two years later IRAN U19 in 2017 has failed once again to qualify from its group even though the games are played in IRAN.

I dont get it, we can have such a big change in two years that we cant even play against Asian teams?

From age 17 to about 21 is truly the beginning stages of developement as a professional soccer player. Other countries have a much better developement plan than we do. That's why we do so well at the younger stages, however we always struggle in the U20-U23 groups. When was the last time we even made the olympics? In Iran there is no real system to developement of all the talent that we have.
