Some of them think it is worth it to have their fellow hamvatans not be able to see the draw live/in its entirety if it means IR will not show most of the broadcast.

I think people are overanalyzing this. As a result of Maria's decision to wear clothing that is not too revealing, people in Iran will be able to watch the draw. I think this is a very kind gesture. This is not to appease the government this is just to help out the poor people in Iran who want to be apart of the excitement of seeing the draw!
