Rule of thumb. If the VAST majority of the 32 countries have no issues with her dressing like a normal human being would for an event like this than its the few exceptions that indeed have the problem.

She should absolutely dress the way the girl from Brazil did and the Iranians in Iran can deal with it like adults.

I think people are overanalyzing this. As a result of Maria's decision to wear clothing that is not too revealing, people in Iran will be able to watch the draw. I think this is a very kind gesture. This is not to appease the government this is just to help out the poor people in Iran who want to be apart of the excitement of seeing the draw!
