The best thing we could do, if we had a sane and normal government, would be to create our own Persian Gulf Cup and invite teams from around the world. Doesn't need to be limited to that area. Market it differently than CAFA and make it more expansive.
Host the games in three or four good stadiums we have.
Invite teams we have decent political/social relationships with, like:
Tajikistan
Turkmenistan
Japan
Korea
Bolivia
Oman
China
Qatar
Venezuela
Malaysia
Vietnam
Bosnia
Croatia
Senegal
Ghana
Morocco
Algeria
Worst case scenario, 8 of these teams accept. Two groups of 4 is plenty.

Mistakes of the past should not be repeated! Persian Identity, Iranian nationalism, national pride, national interests and Iran's territorial integrity should be the highest priority.
Under Qajar and Pahlavi, Iran was walked over by foreigners. Qajar lost Georgia, Armenia, Azerbaijan, Turkmenistan, Herat. When Russian Empire fell they failed to rejoin Azerbaijan and Nakhchevan to motherland Iran, their politicians even recognized the new country Republic of Azerbaijan in 1918!
Pahlavi got tricked and easily lost Bahrain, their politicians did jack to stop the newly founded Football tournament called "Gulf Cup" that was founded in 1970!
IRI has proved that they have no interest in Iranian nationalism, for them their priorities are Palestine, Shia Islam, their own interests. IRI does jack to stand up for Iran's national interests, now the tournament Gulf Cup during Pahlavi era is called "A**bian Gulf Cup" organized by "A**bian Gulf Football Federation". Arab countries such as Iraq even have consulates, religious centers and businesses in several Iranian cities.
Iranians must persistently put pressure on IRI to immediately permanently close all Arab consulates, Arab businesses and religious centers. Also downgrade the Arab embassies in Tehran to consulate and reduce diplomatic ties with Arab countries. Palestine's diplomatic mission to be immediately closed.
IRI should ask Iraq and their Arab allies (Egypt, Jordan, Palestine, UAE, Kuwait, Saudi Arabia, Qatar, etc) for compensation for Iran-Iraq War atrocities and war crimes. Then hopefully use the money to either build new stadiums or spend it on disadvantaged and homeless people in Iran.

Should we sit quiet? Absloulty not! We have to use the power of media to educate the world about what is happening. We have to protest against FIFA. I request our PDFC editors to write an article (in a respectful language) and post it on front page to unfold FiFA's attempt.

Unfortunately our history since arab conquest is one sad story after another of rulers who auctioned our identity, culture, territory and sense of pride. Pahlavi dynasty was as close as we got to a nationalistic stage in recent history but even that was full of unreversable mistakes becuase of lack of knowledge to understand the consequences of actions/inactions by people in charge. To me two of the biggest mistakes were to a) wipe out Persia as a historic name for Iran and b) to give away Bahrain.
