No , that is not the case( legally speaking).
If that was a case as you suggested then there is a legal loophole there. All Iran need to do is to include injured player in the list then present medical document proof of injury and select a player out of 23 list.
Either way you read it its doable.

Hopefully Omid Ebrahimi will be dropped, he is a low IQ, and not impressive player. He was barely good for WCQs but not for WC. I know if we go to WC with a midfield consists of Ebrahimi and an experimental Cheshmi, we will be doomed. Last world cup we had Ando and Neko and still were dominated by Bosnia. Now we are going to play against Spain and Portugal with these weak midfield! We will be slaughtered. We need to invite tough DMs and AMFs if we want to stand a chance, even if we need to fake injury to save face.

To be frank Nekounam and Teymourian could not keep up with Bosnia's forwards in the final game because they were not used to high intensity, it has always been our issue. They were also aging and already slow for World Cup standards. But I agree with you Ebrahimi is a shitty player.
