I agree with the rule. Otherwise team will swap and change based on potential fake injuries. That is why there are 23 players in a squad with 3 goalies at the minimum, to cover for injuries during the tournament.

Those were pre official selections, they were all crossed off 24 players got invited one remains on standby 23 get to play, in case one is injured the standby player can be brought in
