it is not a question of fairness, the Paraguayan referee simply wasn't able to manage the match. He wasn't even able to use VAR in his favour. He was impressed by big names and his clear judgement was misled, so therefore he was a weak choice made by FIFA. Talking about FIFA, they have to choose whether they want to be an association influenced by Ronaldos and Messis or not. VAR is just an example of a struggling FIFA (5 referees sitting in front of TVs and still not able to make a clear and objective decision).
On top of that, how come Spanish speaking referees officiate matches in a group with Spain? It's like an Austrian or Swiss referee is appointed for a Germany match, same language, at least a certain point of cultural equality..
