Yeah he may have not been registered for the CL Qualification squad, to avoid any controversy.

If they make it to CL or EL, there is a final squad list submitted to Uefa (to include all new transfers, returning players, etc) for the group stages.

They didn’t add him in the qualification roster bc of Israeli match. He will be added to final roster for European competition when they either qualify for CL, or get demoted to EL, and start group stages

He can't be added to the qualifying stage of CL. If his club makes it to the next round, you can add players again.
