In fact, the opposite is true; adding muscle (especially to the lower body), makes you faster.
That being said, bulking and adding muscle are two completely different concepts. Also from the players you mentioned, many of them are really muscular, especially in the lower body. They just don’t seem muscular because of their minuscule body fat percentages.
Point being, you'll never see a big muscled player who's + 100 kg because he'd be slow as hell. And not just in terms of running. Footballers are skinny guys, otherwise they won't be able to compete.

Man Zob Ahan messed this guys football career up (or at least a good part of it!)
He had links to EPL teams, an attack-minded player who has no business at all playing in a defensive sided team. If there is a player to fit the new system it would undobutly be him (especially since we need a playmaker badly).

He is a wasted talent. Badly. Shekari was the most talented iranian youth player in last 5-10 years (generation post Azmoun, ARJ, Saeid, Majid, Moharrami, Milad, Mehrdad, etc).
Much more talented than the likes of allahyar, delfi, shariati even. Just look at his performances in U20 WC where he dominated portugal, zambia (4 of that zambia team went RB Salzburg), costa rica. He was brilliant as an AM.
His move to rubin was even a good one considering their talent production in recent years with the likes of Azmoun, Akhmetov, others. There he did well in his limited mins (one excellent performance vs zenit) but struggled to play a lot. He failed to develop physically and do what was expected of him off the ball. Also the positional issue again. Not many teams play with an orthodox 10 but with two 8's. Shekari is definitely not a CF, but also lacks the physique and speed to play as an 8 in his current state. He lacks speed to play on the wing.
He is still very young, has two years of hard european experience so he knows what is required of him. He is not helped by Shojaei refusing to move aside ever so he can get some minutes. Hope the best for him bc he is our best natural passer, one of the few iranian mids who can turn under pressure and keep possession. But in his current situation it is doubtful.
