Are you guys still watching the ACL? It's just a farce. Saudi Arabia doesn't seem to care about it anymore. Not everything is infrastructure and organization, which we lack.
There’s also talent and passion for the sport. It’s true that we don’t have the facilities, we don’t have the proper equipment, Hell we don’t even make sure our PGL players wear proper jerseys sometimes.
But one thing we do have is a greater passion and talent than a majority of teams in Asia. And yes I know talent won’t get you far if you don’t have everything. But just because you invest millions into the sport doesn’t necessarily mean you’re gonna help produce better domestic (notice how I say domestic, not $ billion bought and nationalized South American or African) players.
One must also have the will, the drive, and the passion which Iranian players do have. But we are behind because our football is poor and disorganized mess with no real focus on the youth.

In qatari league games where teams lose by 10 goals are becoming almost commonplace. PGPL is much more competitive than that.

It depends, but currently I see the Japanese League as the strongest followed by South Korea and China. I think Iran has the 4th strongest League overall, the other countries like UAE and Qatar have just 1 or 2 star teams, they don't say much about the strengh of a League. In Iran it is actually possible that a weaker team wins the League, because overall there is not such a huge gap between the teams. For everyone who says Qatar or UAE is ahead because of yesterday, this bs, it's like saying the Bundesliga is better than the Premier League, because of Bayern Munich, but obviously Schalke, Dortmund and Leverkusen are not better than Chelsea, the Spurs, United or Liverpool. From the domestic force I would say Iran is the second best League after Japan, but just because Japan has good system of using their talents.

Saudi Arabia, UAE have lots of money but overall quality not as good as our league with the exception of some of their big clubs.
Uzbekistan and Australia are both below Iran in terms of money as well as quality.

Our league produces lots of talent that is (unfortunately) often overlooked, but which shows itself when given the opportunity. Plenty of legionaries coming out of it to show this, TM performances as well.
However, the quality of a league is dependent on the quality of the clubs, and these involve many different layers including coaches, transfers, owners, infrastructure (training and stadiums), wages, etc.
In this regard, we are very very poor. PGL clubs are perhaps one of the most corrupt on the continent. They rarely employ anything even remotely resembling modern football. They have hardly any youth programs worth looking at. They regularly import total flops from outside Iran. Many of their stadiums look like half-finished money laundering fronts. You all know the rest
So, when we rank our league, the only things that honestly even place us anywhere close to the competition is the sheer number of supporters and the home grown talent scattered around between some of our clubs. In every other respect, we are in the gutter. When was the last time we even sent a team to the final of the ACL to even compete with an East Asian team?
Since 2002, we’ve only sent Sepahan and Zob Ahan to the final, both runners up and the latest was 8 years ago. In that time frame, Korea, Japan, Saudi, UAE, Australia, China, and Qatar have ALL produced at least one winner.

IPL won't become one of the best league of the world even with the German economy& mentality combined with the brazilian talents. The heart of european football is in Europe and it won't change. Asia and Iran are so behind that it is not worth trying to become something we can't. foreign quality players and coaches won't come easily to Iran.
Knowing that and knowing iranian and asian competitions are useless (honestly who cares what is IPL rank in Asia), Iran league should develop into a development league that's try to hire what it can as a foreign quality coaches, try to enhance infrastructure and organisation. The goal of the league should be to promote and develop young players with the addition of oldies like Dejagah, Shojaei and export them to Europe (for the best ones) or Qatar (for the average ones).

Our league is really inferior to other Asian leagues in terms of foreign imports. While we treat Stokes and Forrester like big names, other Asian leagues buy real big names like Renato Augusto, Paulinho, Mascherano, Iniesta, Torres, Podolski, Xavi, Sneijder etc. I would say overall quality wise J-League is the best. The gap between the top and bottom teams in the league looks smaller than other Asian leagues and they export many Japanese players to the top European leagues.

In short, Iran with local talent and their fans, are one of the better ones.
In everything else, infrastructure, stadiums, quality of foreign players, coaches, management, low corruption etc. are at the bottom of the barrel spectrum (to all teams playing in Asian Champions League)
