It's a mix of Arabic and Farsi. Pour means brother in Farsi and it is not an Arabic word since Arabic alphabet doesn't have P (or Peh). Ali of course is an Arabic name. Other such mixes are Hosseinpour and Hassanpour etc. Having said that, I don't know this guy's nationality but he could definitely have Iranian ancestry.

I don't think anyone outside Iran (even Afghanistan or Tajikistan) has that surname...
