i can imagine shady dealings going on in the background which guarantees kickbacks to some useless, corrupt mofos in IFF/IR as to which airline gets to deliver the Friendly opponent, which hotel to host them, ticket sales, stadium sales, tv right$ etc etc..!
no wonder they flat out refuse to allow other, much more deserving cities take away the TM hosting right$..! not to mention that hosting in other cities would require some actual work from the useless clowns in the Federation to do a bit of planning and organization..!

This is very close to my best guess too except for swapping Cheshmi and Kanaanizadegan.

What position Noorollahi play and how good is he?

He plays DM. He is young, reliable and hardworking and could strike form outside the box (needs to be more accurate and when he is no keeper could stop it). Also very good in overlaps and serving into the box.
