He checked the linesman who made the call and that's why it was delayed.
The ball did hit the player's hand.

Yes he was right there and as the action is unfolding you can actually see him shaking his head no (37th second) as the arab players are calling for the pk. Then as the ball is booted up field he faces the ball and the other goal and suddenly turns around and says pk. I don't see him looking at the linesman at all. It hits the thigh with the hand against the body next to the ball on the thigh. If there was any contact it was definitely not enough for a pk unless other arab factor$ were involved.

Also a second call that the ref missed is the grass roller's goal which had crossed the line on the initial shot. The linesman is right there on the goal post and yet does not signal the goal.
