There is an agreement between AFC & Concacaf to help each other's confederation in case of need as part of referee exchange program. Because of number of teams that play in this year's asian cup (24), the AFC needed more experienced referees & Cocacaf recommended the Mexican referee Ramos & his Assistants.
Last year before the world cup, Ravshan Iramtov of uzbekistan referred some club championship games for Concacaf.

Oh man that call is just embarrasingly bad. How can someone like him be allowed to officiate is mind boggling.

AFC and referee preferences, these conditions come to my mind:

- Terrible/Disgusting human being with no moral values other than $$$$!
- Good and Genuine Human being with Eye-Sight problem.
- Utterly unqualified, otherwise OK in private life (i.e. good dad, nice husband) but SUCKS on the field!
- A Moron!

Save only very few like Iramatov, Faghani etc...
