zenit are right not to budge. 25 million Id say is an extremely fair price for somebody who has performed so well in MULTIPLE seasons, in multiple competitions, for multiple clubs. He has experience that younger players lack and can play in various systems effectively.
If Odsonne Eduoard of Celtic, Moussa Dembele of Lyon, and Jonathan David of Gent are all going for 30 million, then that is a fair price for sardar too. He has achieved more than those players in european competitions for multiple years, has finished as second top scorer of his league 2x in a row (could clinch top scorer this year), and has big international experience too.
