In the current context, how would you do to improve IPL and iranian football level?

    In the current context :
    - sanctions,
    - limited money available to invest in football compared to Qatar,
    - limited connection with western (difficulty to hire foreign coaches, players, etc..)
    - etc..

how would you do to improve IPL and iranian football level?

For me it is to put focus on youth development and create a working scouting network that has an eye on every football player in the country, essentially like Germany has it set up.

    Edit:

This video explains what I mean:

Again privatization has no meaning in Iran. Vast majority of private success companies and successful businesspeople are linked directly to some arm of the regime. It will only be privatization in name and the same practices continuing with maybe even worse results.

Only good example of privatization in recent times is Tractor.

Have longer term contracts rather than 1 or 2 year deals

              Focus on youth football.
Run actual academies instead of pay-for-play scams.

No Chance to do that, Regime Change must happen first. The whole system is corrupt and rotten.

Nothing can be done in the current situation nobody from the government cares about our sports. Goes to show how much Carlos did singlehandedly to carry our national team.

Not the same sport but we were able to create a world class league/NT in volleyball from scratch. Volleyball was nothing in Iran before

There's so much we are not able to do because of the regime not only for our football but everything else but the smallest changes with the best short term outcomes would be
                        1) Immediate Yellow card rule for touching/complaining to the referee midgame.
                        2) Breaking up dalalbazi financially(I dont know the system)
                        3) Punishing the fanbase for insulting players during game, esp if that player is going to leave to go abroad(Taremi situation).

                        Long term:
                        1) Youth academy planning. We might need money to get coaches to teach the football fundamentals to our players but if Qatar can do it without natural talent we can do it with natural talent. It's sad how many players in Iran can do surreal stuff with a ball but they can't do the basic things like trapping a ball, getting a shot on target from outside the 18 or centering a cross.

                        2) Heavily fining unprofessional behavior like media attacks from players. I don't mean posts with shade like in most of the footballing world, I mean players riling up their fans to cause conflict.

                          by means of discipline.
really, they need to get beat up to understand how to pass the damn ball

That would probably solve 99% of the problems in Iran, even people's mindset.. You walk into a stadium in Iran and people would say some of those most dirtiest things possible.. Stuff like that didn't exist with the previous regime.

for a second I thought you were being sarcastic.
Oh sure, people will say dirty things under Islamic regime and as soon as the libtards set foot into Iran everything will turn into a magical Fairyland and people will say the most beautiful things ever.
