There are only 3 clubs of a higher caliber than Porto and Sporting in Germany: Bayern, Dortmund and Leipzig.
If Taremi decides to go to Benfica, that means that he will move to a topclub in Portugal that plays Champions League practically every year. Also, you can't compare Benfica and Bremen as Benfica plays football at a much higher level. They have better individual players and overall much better team than Werder Bremen, also richer history.
With Bremen he will be lucky if he gets one or two chanches to score, they will play relegation football or mid table football at best with zero chances in winning any prices. With Benfica he can win the Portuguese titel, cups, realistic chance at winning thr Europe League as well as a second round or even quarter finals in the Champions League.
Jahanbakhsh has shown us that moving to a lower or relegation club is tough seeing that the they are mostly defending and they lack quality to play attacking football, it's mostly bezan ziresh and see where the ball ends up.
I've always said that Azmoun should only move to a better club than Zenit seeing that they are the best club in Russia, thesame goes for Taremi and any other Iranian midfielder/forward. It's better that they shine for a topclub in a lesser league than play for a shitty club such ad Brighton or Werder and get hammered by the likes of Manchester City or Bayern and co.
Also moving to Benfica means guaranteed of 10 games at toplevel, and a bonus of possibly 4 (Champions league quarter finals) to 7 games (Europe League final) at the highest level that beats playing FSV Mainz or Paderborn and the likes.
