I don’t believe that’s how it works in this case. Maregas contract is up soon. He can go to the highest bidder. Porto can only sell him if he’s under contract with them.

His contract is up in June, he will be free to negotiate with clubs (I think non-Portuguese ones) from Jan to go there on a a free transfer in the Summer.

Either way I wouldn't be surprised if a team comes swooping in for Marega, especially since Taremi, Martinez, and Evanilson have picked things up as of late.
