This makes no sense. Iran is not purchasing the equipment. Equipment belongs to AFC and is in control of AFC the whole time and used by AFC refs.
I agree, but the US has imposed sanctions on dual-use or triple-use equipment and machinery.
I have no idea if VAR falls under that category, but its possible.
This article also claims that Iraq will have it's home games in Doha (Qatar) but there is no sign of that on the-afc.com or fifa.com. If that's true, TM will travel to Doha for September 6 match vs Iraq.

AFC wrote a letter to IFF stating that they will not be able to import and install the VAR equipment at Azadi due to sanctions. According to this report VAR is not a requirement for having the match at Azadi. IFF is trying to get the issue with IRIB paying the broadcasting fees to all participating national teams resolved that seems to be the remaining obstacle to have the match vs Syria at Azadi. The first match is 16 days away and AFC has not finalized the hosting venues for round 3.
Surely it would have made sense to make sure that all countries had VAR set up before you wanted to implement it in this phase. Such a badly run organisation , also just pay the bloody broadcasting fees - seriously fed up that out players have to have these dilemmas over their head. They should be able to go into a fixture knowing where they will be playing and all sorted.
