Ukraine has no negative prejuges and one can twist the facts as you want, it's nearly impossible to convince people ukraine is responsible.

About war in the middle east, the Muslim suffer from negative prejuges and painted as antagonist to the first world (white) dominating the world. Then it is easy to paint them as the bad guy : find a dictator or a resistance axis and some smart communication.
