Burnley have signed Weghorst. A guy who has scored 20 plus goals in his last two seasons in Germany before this one and 18 the one before that.

So shows how well Sardar has done to get a move to Leverkusen from the Russian League.
Not every player will move to a top club after scoring goals because there are only so many spots on those teams and many great strikers out there.
Weghorst is also couple years older than azmoun (29) and top teams usually aim for younger talent they can rely on for years / earn Profit from via a future transfer.
Let's also consider the high wages offered to him by Burnley, which I'm most certain are significantly higher than the wages he earns at Wolfsburg.
Scoring a lot doesn't guarantee a big move. There are multiple factors that influence these transfers.

The main reason why Weghorst didnt find a better club and why Wolfsburg actually wanted to get rid of him in first place, is that he is unvaccined and not willing to change that.
Sad world, but unfortuantely an unvaccined player will cause too much trouble for most clubs, especially those who play in EL/CL and therefore regulary travel internationally.

Great player, funny, friendly and kind person. It's a pity to lose one of the best forwards in the history of the club, but that's life and there is nothing eternal in it.
Thank you from the bottom of my heart for these three years with Zenit, for every goal, assist, which gave the club victories, titles and joy to every fan. Good luck in Bayer and only forward to progress and European titles! Show everyone what you can do! Thanks again for everything
