Qatar is a conservative Islamic country where you can't wear whatever you want. They recently banned all rainbow flags from shops and don't allow mini skirts or shorts for women (or gaystyle clothings for men). Alcohol are only allowed in "private" area, like hotels but you can't drink nor find them outside, in restaurants or supermarkets. They're obviously more open than Iran for clothing freedom but they're far to be "western gay friendly liberals" as you seem to describe.
