its probably reference to Saeed's possible transfer to a decent EU team..??
and if i would have to guess, if indeed a Decent league EU club has any interest in signing him, then most probably he is just back-up signing plan if they are unable to get their Primary targets over line close to/before the transfer deadline..!
so unlikely that we hear anything too soon on that front either... unless it's bad news.... !!

Every year, Saeed wants to wait for preseason to finish, for league games to start being played ... then he finds a team whenever it suits him.
25-26 years old and he still is making the same mistakes, year in and year out."This is a totalitarian system whose presence people feel in their blood and in their flesh on a daily basis. And it’s one that does not grant freedoms of any kind, or accommodate people’s demands in any way. What is increasingly clear is that there is clear demand for change in the regime. What the people want is regime change, and no return to the past. There is a very real possibility of regime change." - Nasrin Sotoudeh

As long as he performs at wc, i dont care if he plays beachsoccer for 3 years at bela horizonte and plant some half iranis there for future TM
thankfully he has had a good level in him at TM, eaven though his clubs has been a bit dissapointing.
sure he would have had another level up if playing at a top clu but what to do. at this pont id like to se him come to ipl, play for PP, if not landing a good club and not anoher vejle.....
