Ukrainian FA, coach, team never wanted it. The Ukrainian ambassador in Canada was under the impression he could unilaterally make friendly plans without even knowing his own national teams schedule lol

That was a classic case of a "siasat madar" knowing next to nothing, but speaking as if they are the authority on everything.

For those who may not remember....

England did not make the 1978 WC. Much to the displeasure of the English, Scotland made it and had to play Iran.

Apparently English coaches show up unannounced to the Iranian TM camp and advise the Iranian coaches on how to pay Scotland. Iran tied Scotland, and thus the Scotts did not make it out of the group stages, tied with Netherlands on points and losing advancement due to goal difference.

I remember the WC 1978 vividly and can vouch that Scotland team was only strong on paper. They embarrassing lost their first match 3-1 against Peru before tying Iran thanks to an OG scored by Eskandarian.

They did go on to defeat Netherlands by one goal in the final game but it was so obvious Netherlands did not win the game on purpose to avoid being grouped with Brazil and Argentina in the next round. By losing that game Netherlands ended up in a group with West Germany, Italy and Austria while Peru ended up with Argentina, Brazil and Poland

Therefore the Netherlands had a much easier route to the final.
