Even besides Hosseinzadeh recent record is quite impressive. Young player development in SS has seen Allahyar go to europe and succeed there, Ghayedi's incredible rise (subsequent fall happened after leaving SS), Abolfazl Jalali and Jafar Salmani improvement at LCB and LWB, Hardani improvement and seemingly becoming a lock for backup RB position in TM. Even GK rezaei was given decent minutes this season considering presence of leagues best GK hosseini ahead of him.
Next up Hamedifar, Zavari, Koushki, and hopefully others.

When a club has long strategy ,investing in young player is essential , these young players will become part of their culture popularity and source of pride and money making.
Clubs’ investing in young talents, or recruiting young players for development will pay off with contribution and transfer fee but it takes time and need patience from Managers and specially from the coach.
Coach like Nekonam has no loyalty to a Foulad club , indeed he is waiting for opportunity to coach Esteghlal as a result does not care about young talents, won't give them chance and prefer old and experience for short time duration as a coach of Foulad. In the long run he is not in Foulad club and his resume is more important. It is unfortunate Club managers act against their own interest.
For coaches it's about short period ( duration of contract) but for good club long run is more important.
There are always exceptions

Impressive coaching staff by Sepahan. Quite frankly, on paper it looks a lot better on paper than TM's coaching staff.
