IRIB won't air anything. They are anti-CQ even though presidential office and Sazmane Varzesh is pro-CQ. The irony!
There is a lot of truth to this. Western European could work if they have experience in lesser developed countries but like you mentioned South American and South European is probably a better fit. Like Cq being a top coach had a lot of experience in poorer countries like South Africa and had success there. He has a lot of experience in Africa overall where things are kind of similar to the organization in Iran. So if you have a coach like that who can tolerate it and deal with the stress, it could work, but it depends on their background and where they have been before
But yeah, throwing a European coach who is used to being paid on time and having top tier infrastructure isn't doing to fly very well.
Maybe after CQ someone like Morais or Berdydev could work, who both are familiar with Iran and how the system works
I don't think West European works in Iran. They are used to having perfect systems and all sorts of support. They are merely pieces of a machine.
Where as with a South European (like CQ) or SOuth American coach you have people who can deal with tough situations and move the process along (like a locomotive).
Basically - French, German, English, Belgian... coaches would fail miserably in Iran. One day of not getting their paycheque they'd throw a fit and run off.
