This is the time to maximize his gains/needs/wants for the job. His name has been mentioned by IFF and now the pressure is on them to deliver. So he can take his sweet time until he is satisfied. When he enters Iran, it is too late and hard to pull back.

The IFF is trying to pressure him by saying he has agreed, he is arriving, buying him a ticket and leaking the date, etc.

If he is truly arriving tomorrow then it is all signed up.

A month to month contract with options to get more money depending on the performance in WC is the best way to go. Now CQ is even more motivated to (not that he ever lacks that) to lead the team to an acceptable performance in WC. For me, an acceptable performance is making it to the next round for the first time.
