Penalty has been part of football forever, you take it away, it will change the game and people won't like it. Just like how golden goal ruined the game...
You can't re-organize another final just in case im sure that in itself is a complicated issue as far as planning and budgetting. Also, after playing 120 min. of playing your heart out, not all will be ready to play another 90 to 120min. TWO days later. What if the stars are injured or have yellow cards...i dont think it makes it fair at all.
Penalties also show skill and superiority of one team versus the other. Its all about confidence, nerves and good goal keeping. The most professional players convert them under the most pressure and each team has 5 chances. I think thats enough, no one was complaining 12 years ago when italy lost in the finals.
Blatter can screw his biased hater ass somewhere else, elections are coming up and this clown is gonna be gone thank god. He has already embarrased FIFA by his bogus non-sense statements.

Ekbatan, Blatter is right. PKs don't decide who is the better team, hence it is a faulty way of determining a WC Champion. I'm sorry about Italy losing so many times in penalties, but I can assure you the 1994 WC Champion (since I saw the game) was rightfully Brazil. They dominated that game for 110 minutes, Italy pressed for maybe 10 minutes through counters by Baresi... You of all people should be against the penalty in the final- your favorite Baggio delivered in all areas of the game BUT the penalty!

No Italy played a good game and they hit the post about twice and Baggio was injured really bad that game. They also had a very good player, i cant remember who, with yellow cards who couldnt play.
Anyway, the golden ball is not fair either, there are soooo many things in football that arent fair and we've been dealing with it for years. So either you change the whole system to make everything just or you stick to the same old rules that we've been playing with for decades.

I wouldn't organize a whole rematch tho, I'd just play on til someone scores. Eventually the better and most fit/in form team (that means the team that has worked the hardest) will win after those 120 minutes.
