1_in derbies like eses and perspolis or any other ones where there are a lot of supporters for both teams, they try to separate them (because of violence usually) by asking them which team they support but for national games, you just follow any crowd u want but they give you a particular seat.
2_its based on what the club or countries policies are, for example if ronaldo goes from man u to barca, barca buy him for $20milion, and lets say in man u u have to pay 10% of your money to the club in which u are about to leave,and the rest for the player

the tickets are given to the federations (national teams) or the clubs (away team), and they sell them.

and I guess you know that there are guest blocks/parts in stadiums. the clubs must provide these
