For me 1998 was the best, and 2002 and 2006 the worst.
First of all in '98 Iran was in it and won that historical match against the US.
2nd, in 1998 there were some amazing matches, like Argentina - Holland and Brazil - Holland. Also my 2nd most fav. player, Zidane, brought his country the WC at the end despite having been criticized so much after his red card against Saudi Arabia.
Great players like Ronaldo, Rivaldo, Bergkamp, Kluivert, Orteyga etc were at their peak, and showed the world why they were the best players at that time. I only wished Romario was there with Brazil...
2002 and 2006 were just aweful. First because Iran wasn't there after those dramatic matches against Bahrain and Ireland in 2002, and besides, there were some crappy teams in the 2nd round like Senegal, Japan, South Korea, which just didn't make it that exciting for me to watch as the other World Cups I've seen. 2006 was very disappointing too.
1986 was a great one too, with of course Maradona shining.
