so my only hope if i want to watch this on a tv is a stream that would work with the ps3 internet browser

The game is in Switzerland and not Austria.

The bad weather issue is true though.

Austria is the tournament's communication and broadcasting head quarters. Regardless of what happened in Switzerland, all the feed first went to Austria before being telecast around the world. The storm wrecked the power supply to the broadcasters.
