This matter of whether money brings success or not necessarily, has been always been debatable.....
On one side, football development always needs the necessary infrastructure (for which KSA are never short of)....but when you see the successes the African + South American nations one tends to conclude that success in football is always up to some decent players and stable management of the team (the coach).....Its not a problem financially for this to happen....
KSA has a wealth of talent, driven by the huge public interest in football and they have an excellent league to nurture such talents. BUT, they have a problem in manager selection + stability.....
So, I'd conclude that KSA would've been a great football power even with a normal budget....the evidence for that lays in the consistent generations of successful football teams that KSA are providing since 1984.....
The most recent evidence is in the last 2-3 years....In the last Asian Cup, KSA made significant changes to the squad before the competition, and eventually reached the final !! (beating Japan 3-2 in a great football match).....Yet after a year, they fielded a very different team in this year's World Cup qualifiers....this team were able to defeat Iran 1-2 in the Azadi !! (this team is 60%-80% different than the one who beat Japan in the Asian Cup)....
It's obvious that KSA are not missing anything on the basic factors of success: good mix of talents + decent managers.....
