formula 1 circuit in Iran

Hey guys i recently saw this old news which is about building a f1 circuit in Parand City south of Iran. But the news is from 2011, so I wonder if the project is still alive.
Does anyone know about the project?

This 'karting circuit' has no character. It looks like it was designed by a 5 year old, with squiggly lines on the back of an envelope using a large marker.
Look at the best circuits in the world, they all have character, special features of design that set them aside .
