In every qualification cycle, countries complain about there being too many games and not enough time. At the same time you see blowouts against the minnow teams. In my opinion simultaneously for each qualification cycle there should be a division I and division II. The countries that top their groups in division II will earn the right to participate in the division I qualifiers the next time around and the ones that finish bottom in division I will be relegated. The ones finishing on top in the division I would obviously qualify for the tournament in question. For Europe it would look something like this:
Division I: Spain, Germany, Portugal, Italy, Netherlands, Belgium, Greece, England, Croatia, Ukraine, Bosnia and Herzegovina, France, Russia, Sweden, Czech Republic, Slovenia, Serbia, Romania, Turkey, Hungary, Austria, Montenegro, Norway, Wales, Republic of Ireland, Bulgaria, Poland, Northern Ireland.
Division II: Armenia, Iceland, Albania, Slovakia, Israel, Finland, Belarus, Macedonia, Azerbaijan, Estonia, Moldova, Georgia, Lithuania, Latvia, Luxembourg, Cyprus, Kazakhstan, Malta, Liechtenstein, Faroe Islands, Andorra, San Marino.
