Lol no they can't. Belgium plays at 20% of their capabilities and still wins.
If you attack and play open belgium will slaughter them. Key is to play a close game. Belgium has difficulties to play then. But with that strategy theyre still gonna lose.

Belgium is never at the same level as SK or other Asian teams, they have nothing to do by a WC. You will see SK will score 3-4 goals
against them with an attacking playing style.
