Yes.
For the teams that don't make it out of the groups, they will then select the 5 highest ranked teams with priority for continents that don't have a qualifier.
So basically the key for Iran if they don't win the group is to finish higher in rankings than Japan.
I think that will be very tough as Japan got a much easier group than us.

Expected standings in our group would be :

Italy
Germany
Iran
....

Whereas expected standings for Japan's group would be:

US
Japan
Serbia
Slovenia...

This is basically a garbage qualification system meant to maximize European teams.
I think we can count Iran as not qualified already!

Yes, but we would have to be among the top 5 of the teams who have not qualified, which who knows! Really the top 4, because Africa will get a spot regardless of their standing.
