I now have checked and you are right. There is no relegation apparently this time around.
How come?
What happens to the team that promotes from the 2nd league? They are not gonna start next season with 13 teams.

No they changed the whole format for the next year, 16 teams and no more relegation/promotion

12 teams (including Iran) are guaranteed 7 years in WL, the other 4 teams are only guaranteed for 2018.

12 core teams:
Iran, China, Japan, Brazil, Argentina, USA, France, Italy, Russia, Germany, Serbia, Poland

4 other teams
Canada, Bulgaria, South Korea, Australia
