That is ref dependent though. I've seen some terrifying Bundesliga referees who hold a yellow card in their hand whenever someone approaches them. Most effective tactic ever.

I think that pinnacle is too broad a term here. Sure club football involves teams with far greater chemistry and understanding, which in turn allows for more advanced tactics. BUT international football has a level of atmosphere, purpose, and passion that is unlike any club tournament. There is a reason why great players like Messi and Ronaldo would give up so much if it meant they could lift a trophy for their country.
