He was selected by the fans in a public poll.
Azmoun raked in 32.6 percent of the votes ahead of Persepolis midfielder Ahmad Nourollahi, who collected 26.4 percent.
AZ Alkmaar winger Alireza Jahanbakhsh finished third with 15 percent and Esteghlal defensive midfielder Rouzbeh Cheshmi came fourth with 12.4 percent.
